My Company

I am president of Evaluation Consultants LLC, a global evaluation consulting group focusing in international evaluations, providing strategic advice and program reviews, assessments and evaluations of complex systems and programs. I am author of the book Navigating Change: Global Health, AIDS, CDC, and the UN.

Prior to this, I served as Director, Inspection and Evaluation Division, Office of Internal Oversight Services in the UN Secretariat in New York City where I evaluated the performance of over 34 different UN agencies, including UN peacekeeping operations.

As former Executive Director of Claremont Graduate University’s (CGU) new evaluation center in New York City, I led the Claremont Evaluation Center-New York(CEC-NY)’s role in developing an evaluation training program for UN leaders called Executive Leadership Program in Evaluation of the SDGs which supported the accountability and learning elements in the Sustainable Development Goals (SDGs).

As a Senior Adviser to the US Mission to the UN and UN Evaluation Group (UNEG), I was instrumental in ensuring that evaluation principles were included in the SDGs and the new global 2030 Agenda for Sustainable Development. During 2013-2014, while serving as Director, Inspection & Evaluation Division, UN Secretariat, I led the process among UN Member States and partners that resulted in the landmark UN General Assembly resolution (69/237) promoting the strengthening of national evaluation capacity.

As UNAIDS Evaluation Director in Geneva, I worked with National AIDS Control Programs, Ministries of Health and other government departments, international agencies, multilateral and bi-lateral donors, foundations, and civil society organizations. I have provided leadership in major intellectual fora such as conferences and think tanks, as well as led major training events, large-scale cross-country technical workshops and state-of-the-art global meetings. I have provided tailored technical assistance to 80 national governments worldwide.

I have over 40 years of experience in international affairs, global public health and development evaluation across a range of policy and program areas (including peacekeeping, infectious disease, chronic disease, HIV/AIDS, sexual health promotion, adolescents, obesity, and smoking) with a focus on epidemiology, behavioral intervention research, global and national M&E systems, large-scale impact evaluations, national evaluation capacity building, and high-level lobbying and advocacy.

I currently reside in Mill Valley, CA, USA and enjoy sailing on the San Francisco Bay.
